Natural Disaster Relief and Recovery Arrangements (NDRRA), State Disaster Relief (SDR) and Disaster Relief Funding Arrangements (DRFA)
The NDRRA is a joint funding initiative of the Commonwealth and state governments to provide disaster relief and recovery payments and infrastructure restoration to help communities recover from the effects of natural disasters and terrorist acts. In Queensland, this program is managed on a whole-of-government basis by the Queensland Reconstruction Authority (the QRA).

Local Government must provide evidence of asset condition including:

  1. Pre-disaster condition evidence of public assets within the last four (4) years
  2. Geospatial photos that are date stamped prior to damage for local government essential public assets no older than four (4) years before the eligible disaster
  3. Post disaster evidence geospatial photos after damage and after repair
  4. The asset is classified in an asset register with reference to asset type.

DRFA joint Commonwealth and State funding arrangements have similar requirements to prove with documentation (such as geotagged photos and/or video) the pre and post condition of essential public assets prior to a disaster: “The purpose of a damage assessment is to provide evidence of the condition of an essential public asset following an eligible disaster, proving the damage is directly attributable to the eligible disaster” (DRFA Fact Sheet)
